What type of OS do you use? Install Firewall and block the IPs which are attacking your server. You may also consider to buy DDoS protection from 100tb.com.

Get in touch with your host and see if they can assist.
How do you know the system is under attack? What are you seeing?

You will need help from your provider. If it's a true DDoS attack, no software on your server will be able to stop it. Your provider may even have to work with their upstream provider.

Indeed, DoS Deflate will not work on a Windows machine unfortunately, and assuming your attack is large you're going to want to address this at the network level primarily. The Windows firewall is not really designed to stop these sorts of attacks either. I believe 100tb may be able to offer Cisco Guard through SoftLayer - you want to contact them about this.

Hi,
Please ask your DC to keep your server behing hardware firewall.
You can also manually block IP addresses attacking your server.
Is this a new server?
If so aks your DC to replace it and give you a server with new IP address.
Good Luck

There is really no point at all to change a server because of this Anyways, I suggest to seize into your pocket and buy a good DDoS protection and you will be without worries
