allow an ip address to be able to use system

| hi i have an agreement with designer. My dedi has only open 53 and 80 port to the public. unfortunately he cant buy a static ip address in order for me to add his ip cfs i am wondering if its there any solution proxy but gives him static ip address so i can add that ip address in cfs
