Script for monitoring server's IPs in local network

Hi, I need tool (simple script written in C/C++ will be best) to monitor every server and MAC address. I need a way to be notified if a client change his IP address or the change his MAC address. I can't monitor evety server. The network is very large. I think that in this case I need something like C/C++ or perl and database Any good idea?

If you're implementing this as a daemon, I might opt for C, otherwise, I'd probably use Perl...depending on your network configuration, I'm sure you'll find a treasure trove in the Net:: modules.
