Moved to Technical and Security Issues....
Have you contacted your host for support?

Are you sure that you access your websites on the new server?

Try suspending/unsuspending an account.

Just a little addon to what PremiumHost said, try accessing cpanel using your server ip address instead of there domain.

Try contacting your host to see what the user name is and they will auto change the password. Also your domain may not have dns updated yet.

Are you able to reset the password for the account via SSH?
Also, login as SSH root and check the file permission for /usr/bin/passwd, the correct permission should be as follow:
-rwsr-xr-x 1 root root 22984 Jan 7 2007 /usr/bin/passwd
