What is a good setting per user: MAX_QUERIES_PER_HOUR count MAX_UPDATES_PER_HOUR count MAX_CONNECTIONS_PER_HOUR count to avoid users hogging MYSQL 4.1 thanks in advance.

First monitor the server for mysql processes using mysqladmin processlist and study the behaviour of the server. You can set lower values and monitor the server if sites are working fine. Then tweak according to the server performance. There is no fixed rule set.
