I am looking for a dedicated server Xeon E3-1230 CPU16 GB RAM DDR31 TB SATA 3 Hard Drive10,000 GB Bandwidth1 Gbps5 IPsKVM/IPMICENTOS Need recommendation on quality host, reputation and support is important (though I rarely contact support). Thanks

Well. I think that you need to specify purpose of using your server. Is that going to be game server, used for adult site for other web application. And location matters as well as that influences on the price. Some dedicated server providers do have their servers ready to use for certain goals and most likely you will have to do the search within such hosts.

You will be so hard to find this server with a good support level and with server management - no chance! The unmanaged similar server with fast support without management costs around ~100$/month.

Heh, don't add WHM because this will add cost considering you are looking for quality support unless you increase your budget.

Seen a few people saying it's not possible and they're right-ish. I've had a look at the offers section to see if I could point you anywhere, but the cheapest they're coming out at is around the $100 mark with cPanel/WHM. If you can cope without it for an unmanaged server, there's plenty going on in your budget in both Europe & the USA.

I would recommand reliablesite. you can find an 1270v3 or 1230v3 ​with them.

I rather like to stay from RS since had bad experience with them. Canceled 3 servers I had with them in last 6 months. @JSCL can you point me where to find $100 server with WHM

for few websites webuzo is good control panel. cpanel are costly for few websites

With that kind of budget you might want to consider v2 series. If you can extend your budget by $20 you will find more options for unmanaged servers.

There are a lot of providers who can offer that server with WHM at that budget. I would recommend a offer sections search.

You can easily get a 1240v5 for around that price in London, UK. You would benefit from DDR4 memory then.
