Below are the rules that I have, can some body help or advise ... ? Noting that, The mod_security log, is not showing the blooking on the upload event, so I don't know which rule ID is causing this issue ...

Are you using cPanel? if so install "ConfigServer ModSecurity Control" and you can track all blocks, and also disable rules to that certain user. Also the latest cPanel as a new option called "ModSecurity™ Tools" that you can also track and disable rules for clients. Hope that helps

My advice would be fixing modsecurity's logging and go from there. You need that for the future anyway and if it's outputting the blocks you will almost certainly find the issue quickly.
