A Reseller account for $15/month with 100GB storage space is asking too much. It is not sustainable for the provider to offer such large amount of storage for such small price every month. They would be out of business in no time if they did. You will need to increase your budget, especially if you want excellent uptime, performance and support. But then, if you are not even using 100GB (which I doubt you are), why ask for 100GB? It is much better to just get what you need and pay a little more when more storage is needed.

It will be hard to find a host, offering 100GB with cPanel and a 99.9% up-time in a Budget of below 15$. You must raise your funds to get a good hosting with your expectations.

If you want a reliable provider that has that 99.9% uptime with those specs, you're going to have to increase your budget. Like the others said, there is no way that any provider could offer this and stay reliable.

100 GB for less than $15. The budget is low, you need to increase your budget a little bit to get a decent provider.

I don't think so that you will find a provider that is providing 100 GB space against $15. So, try to increase your budget and I also suggest you to take a look at offer section.
