It will depend on where you are located/where most of your visitors are located. Its always best to get a server in that location for speed advantages as well as SEO purposes.

Location depends on your visitors. If you choose a suitable location of your website, it will reduce latency time and your website will be superfast.

As the previous posters have said, it all comes down to your location and the people you want to access your server's location. Having said that, if your primary target is, for example, the USA, the difference between Dallas and LA won't be noticeable to the average user, at least for http. Even US->UK connections are surprisingly fast.

If you targetting visitor from Asia,USA, and Canada, LA or Dallas is best choice I think.

When I target Asia, I go for Seattle based hosting. Futurehosting, for example.

I am using US and UK locations from Asia and UK has best ping as compared to US.

Because you are in Pakistan It's closer to EU than USA. Asia is a big continent. The west will have better connections to EU, the east will have better connections to USA

Yes. I am from Pakistan and better ping times for UK. However, for Indonesia, Singapore and Hongkong US will be more better than UK.

Softlayer or a company with servers there (Singapour dattacenter) will be ok you for then.
