FTP and SFTP are entirely different, so likely SFTP is not supported, so it doesn't work.

What error do you receive when trying to connect? Are you using quickconnect or site manager? If the later, are you just changing the port in the configuration of filezilla or also the protocol? If you're using quickconnect are you using sftp:// before the IP in the host field?

Have tried all Can it have any thing to do with whm hostaccess control I have limited ftp to some IPs do I need to let sftp be allowed in there for my IP too?

sFTP uses SSH port. As far as you have not restricted SSH access to any IP address, sFTP should work without any problem.

Talk to your sysadmin.

If you have set a custom SSH port, then you will need to use that for SFTP. What FTP is doing is irrelavant. Look at your error message, it likely will point you to exactly the problem. In my experience it is usually an incorrect username, password or hostname. If you have no problem with ssh, you should be able to use SFTP because its the same protocol. Try with username root and the root password? Also use the servers IP over the domain if you can. If you don't have root access, use the cPanel credentials.

Can you paste the error which you are receiving in your FileZilla while accessing sFTP?

Make sure you are connecting to the SSH port an also make sure that you are using your main cPanel account username (SFTP will not work with additional FTP accounts). If you still can't get in, let us know what error Filezilla is giving you.
