SKS server for pci compliant ubuntu database servers?

I'm working on setting up some Ubuntu servers for a client who has pci compliant databases on them. Per my compliance officer these servers can not have external access to the internet which means that they can not access the keyserver.ubuntu.com in order to get the gpg keys needed to verify the packages installed. I was looking at setting up an opensks server along side my repository mirror to try to mirror the keys but it appears I'll need to make this server publicly accessible in order to have it join the peering system setup for opensks. Does anyone else have experience with this? How did you get the servers in question access to the keys?

Correct me if I'm mistaken, I don't use ubuntu. But if the machine has no external net access, why would you have the need to verify packages? Wouldn't you be installing from verified media (dvd or internal repo)?
