Any reason to secure tmp on a server that only host OpenVPN?

I suggest to install apparmor (easy) or selinux (more complicated) to secure openvpn from possible exploits. It maybe help more, than securing just tmp.

Not really, unless the user needs shell access through the VPN tunnel just use auth-pam and deny shell access for their user account.
