Does anyone know of any good resellers that offer customer service as well as a billing manager such as clientexec and stuff? I know of Scalahosting and HostNine. Any others?

FlyHigh.net offers end user support , WHMCS , RVSiteBuilder Pro and they always have promos located on their forums. You should add them to your list

inno offers end-user support, whmcs or clientexec, rvsitebuilder, cpanel. They are a great host and I have no complaints. Their servers are fast and their support friendly and accurate.

I could not see the company information(such as address, phone number etc.) of scalahosting on the web site. But HostNine wrote their company information(company address and phone number). So Hostnine more reliable according to me. But I recommend Hostdime. If you don't need phone support and your budget is low then try Surpasshosting(it's member of Hostdime family). Their services are better than most other providers.

Hello some control panels such as Helm have billing systems built in to them. However I personally prefer the 3rd party systems, and recommend looking at WHMCS as its a very good system.

hmmm... If you really want to find the real best one, don't just consider 2 options only there are many good hosts with good support. However, there is also one that has poor support and somehow not helping and unfriendly at all... Just be careful and try to ask some hosts supports

HostGator offers WHMCS (much better than clientexec for web hosting) and is known to be a reliable reseller host.

Only problem with hostgator is that they oversell quite a bit and that may cause problem down the line.

We cannot really look at their shared hosting and think they engage in the same overselling with their reseller hosting. Further, to judge things, one needs to factor in the fact that overselling is disabled for resellers. They're arguably overselling about as much as many other favored low cost hosts around.

Well I suggest you do a search here at WHT on any contenders. Innohosting have a very good rep. and offer a choice of WHMCS or CE certainly worth checking out.
