Most Windows providers can help you w/ the starter kits and many will have pre-built install scripts within their control panels. With Helm, hosts can set up Application Packs to handle DNN installs, etc.

dot net nuke should work fine on most windows hosting companies.
Just check with the host that they do support ASP.net 2 (required for DNN4).
As mentioned above some control panels allow you to install DNN by the click of a button, this saves you allot of time having to upload the files manually.
