Server Drive issues ?

Just picked up this dedicated server for a client -
It has 4 HDDs in software RAID10.
The initial sync never went above 10,000K/sec , so I thought there are some issues.
The datacenter is claiming there are no issues and this is normal. I am running SMART tests now, but I think there are drive issues (atleast sdd) , as single drive read speeds should be around 90-100 MB/sec .
What do you guys think ?

What kind of disk? SATA? SSD?

All 4 are 250GB SATA drives . Model numbers are really outdated as I can't find them on the manufacturer's website.

It seems slightly low for RAID10. You'd expect a bit better performance than ~65 mb read. Around 80+ would be more acceptable.

They could even be 5,400 rpm hard drives as opposed to the 7,200 rpm drives which are the norm now (apart from 'green' hard drives). ~65 MB/s read sounds pretty normal for them.
It's worth bearing in mind that the mdadm resync is very sensitive to disk I/O and tries to keep the speed down if it'll affect running processes.
