Getting this error when logging into squirrelmail. Forced cpanel update on stable version did not fix it.

chown: cannot access `/usr/local/etc/cpanel/base/webmail/data': No such file or directory
chmod: cannot access `/usr/local/etc/cpanel/base/webmail/data': No such file or directory

Try changing the release of the cpanel and run upcp --force.

I think just change the php.ini to display errors instead of warnings that should do the trick.

Check the permission of /tmp. It should be 777. Change the value of output_buffering to On in the file /usr/local/cpanel/3rdparty/etc/php.ini and restart cpanel using /usr/local/cpanel/startup. Check webmail after that.
